AB-1936 Maternal Mental Health Screenings 

  • This bill would require the program to consist of at least one maternal mental health screening during pregnancy, at least one additional screening during the first 6 weeks of the postpartum period and additional postpartum screenings, if determined medically necessary and clinically appropriate in the judgment of the treating provider.

AB-2105 Coverage for PANDAS and PANS 

  • This bill would require a health care service plan contract or health insurance policy issued, amended or renewed on or after Jan. 1, 2025, to provide coverage for the prophylaxis, diagnosis and treatment of Pediatric Autoimmune Neuropsychiatric Disorder Associated with Streptococcal Infections (PANDAS) and Pediatric Acute-onset Neuropsychiatric Syndrome (PANS).

AB-2129 Immediate Postpartum Contraception 

  • This bill would authorize a provider to separately bill for devices, implants, or professional services, or a combination associated with immediate postpartum contraception if the birth takes place in a general acute care hospital or licensed birth center.

AB-2556 Behavioral Health and Wellness Screenings: Notice 

  • This bill would require a health care service plan or health insurer to provide a written or electronic notice about the benefits of a behavioral health and wellness screening for children and adolescents 8 to 18 years of age.

AB-2843- Health Care Coverage: Rape and Sexual Assault   

  • This bill would require a health care service plan or health insurance to provide coverage for emergency room medical care and follow-up health care treatment for an enrollee treated following a rape or sexual assault for the first 9 months after the enrollee initiates treatment. The bill would prohibit a health care service plan or health insurer from requiring an enrollee or insured to file a police report, charges to be brought against an assailant or an assailant to be convicted of rape or sexual assault.

AB-3059 – Human Milk 

  • This bill would specify that a general acute care hospital is not required to have a license to operate a tissue bank to store or distribute pasteurized donor human milk that was obtained from a tissue bank licensed by the State Department of Public Health. The bill would require hospitals that collect, process, store or distribute human milk in any other circumstance to obtain a tissue bank license.

AB-3221- Department of Managed Health Care: Review of Records 

  • This bill would require the records, books and papers of a health care service plan and other specified entities to be open to inspection by the director, including through electronic means. The bill would authorize the director to inspect and copy these records, books and papers and to seek relief in an administrative law proceeding if, in the director’s determination, a plan or other specified entity fails to fully or timely respond to a duly authorized request for production of records, books, and papers.

AB-3275 – Health Care Coverage: Claim Reimbursement 

  • Starting Jan. 1, 2026, this bill would require a health care service plan, including a Medi-Cal managed care plan, or health insurer to reimburse a complete claim or a portion thereof within 30 calendar days after receipt of the claim, or, if a claim or portion thereof does not meet the criteria for a complete claim or portion thereof, to notify the claimant as soon as practicable, but no later than 30 calendar days that the claim or portion thereof is contested or denied.

SB-339 – HIV Preexposure Prophylaxis and Postexposure Prophylaxis 

  • This bill would authorize a pharmacist to furnish up to a 90-day course of preexposure prophylaxis, or preexposure prophylaxis beyond a 90-day course, if specified conditions are met.

SB-1120- Health Care Coverage: Utilization Review 

  • This bill would require a health care service plan or disability insurer that uses an artificial intelligence, algorithm, or other software tool for the purpose of utilization review or utilization management functions, or that contracts with or otherwise works through an entity that uses that type of tool, to ensure compliance with specified requirements. This includes that the artificial intelligence, algorithm, or other software tool bases its determination on specified information and is fairly and equitably applied, as specified.

SB-1320 – Mental Health and Substance Use Disorder Treatment 

  • This bill would require a plan or insurer to establish a process to reimburse providers for mental health and substance use disorder treatment services that are integrated with primary care services and provided under a contract or policy issued, amended, or renewed on or after July 1, 2025.
